VENEZUELA: Chavez Asks Cuba's Aid With Energy Crisis.
AP/BUSINESSWEEK/ President Hugo Chavez is asking Cuba's help to cope with his nation's energy crisis. The announcement amazes some Venezuelans because Cuba has recently struggled with its own electricity woes. But the island has had some success against daily blackouts by upgrading generating capacity with diesel generators and severe energy-saving measures.
