RUSSIA: Kaliningrad Protest Shakes Moscow.
NYTIMES UPDATE: AM/3 FEB/ Russia sent special envoy Ilya Klebanov to Kaliningrad after 10,000 protested this weekend demanding Governor Georgy Boos' resignation. An opposition leader commented "unlike most Russians, we can compare living conditions here with those in Poland and Lithuania. Boos promised us the same standards as the EU. It turned out he was lying." The rally was bigger than the 1991 protests against an attempted putsch by KGB hardliners.
