The Inter-American Court of Human Rights in Costa Rica ordered Mexico to pay six hundred thousand dollars for failing to properly investigate the killings of three young women in 2001 in Juarez. The binding decision is the first time a tribunal has faulted Mexico for its handling of the murders of over 350 women in Ciudad Juarez.
