A U.S. government contract worker distributing free cellphones and laptops on behalf of the Obama administration was detained on December 5th in Havana. “Under Cuba’s draconian laws,” said José Miguel Vivanco of Human Rights Watch, “even the act of handing out cellphones to government critics can be considered a crime.”
