COLOMBIA: A Failing Anti-FARC Strategy?

After seven years, have Colombia's efforts to stop rebel violence come to an abrupt halt with the capture and bold murder of 69-year-old provincial Gov. Luis Francisco Cuéllar? ``The FARC seem to be bouncing back,''said think tank director León Valencia. ``The decline of the democratic security policy has begun.'' For the first time since 2002, there's an increase in homicides, rebel attacks and paramilitary activity. Researchers have counted 1,429 FARC actions through the end of October, a 30 percent increase from 2008.
