New rules have been enacted to try to bring order to Rio's beaches. They ban or curtail beach games and vendors ahead of the World Cup and Olympics.
But the "shock order policy" is running into resistance from the 2 million beachgoers. The main targets are the "barracas" that cover Rio's beaches, renting deck chairs and selling beer or snacks. "The law exists, but you're in Brasil," said Bernardo Braga, a student who was playing "keep up" on the Ipanema seafront. "You just have to walk along here to see all the rules being ignored."
