Nestor Kirchner, Argentina's former president, AKA "the Penguin," is slowly returning to power. Despite a second-place finish in a recent election, Kirchner still qualified for a seat in Congress. But in the nation's new Congress, the Kirchners' party no longer has a majority in either house.
“Politically, there has been an important turnaround,” said Carlos Germano, a political analyst. “But this just reinforced that the Kirchner agenda — for both him and her — is to stay in power.”
