Poland shortly will sell $15 million euros of surplus carbon emission permits to Ireland. It would be Poland's second CO2 deal after a $25 million euros sale to Spain this month. Poland has 500 million tons of CO2 permits to sell because much of its highly polluting industry has shut down since the end of communism in 1989. It is also hoping to sell permits to Japan.
