An independent study claims that the soaring number of killings of suspected criminals (10,000+ in 12 years) by Rio's police is tied to bonuses. The study by the Institute for Studies on Religion (ISER) found that the ratio of dead to wounded climbed significantly after the city started offering bonuses to police in 1995 to particularly courageous officers.
