BRASIL: New Blackout Hits A Sweltering Rio.

MIAMI HERALD/
Rio's power company, Light SA, reported that about 250,000 clients in Leblon, Copacabana, Ipanema and Lagoa lost all power at daybreak on what turned out to be a sweltering 95 degree day. The outage apparently began when power was cut-off to fix an underground cable.
