Hoping to emulate the FBI, Mexican President Felipe Calderón chose 41-year-old Genero Garcia Luna to rebuild the national police. García Luna's goal is to get the middle-class to join a new professional police corps.
"We've had a corrupt, uneducated police force, without a budget, driving stolen vehicles and basically decomposing for 40 years," says García Luna. "I want to break historical inertias."
