Cuba's state-run media are floating the idea that the "libreta" Cubans have lived on since 1962 to provide food is outdated. "The ration booklet was a necessity at one time, but it has become an impediment to the collective decisions the nation must take," wrote Granma editor Lazaro Barredo Medina.
