Chavez To Tinker With Exchange Rate.

The Venezuelan bolivar -- almost 7 to the dollar in the black market -- strengthened nearly 10% after President Hugo Chavez remarked that he was going to adjust the difference between the official rate of 2.15 bolivars per dollar and the black market rate.
