Brasil's Lula To Meet Governors Who Oppose New Oil Plan.

Brasil's President Lula da Silva will meet with the governors of Rio de Janeiro, Sao Paulo and Espirito Santo, the three major oil-producing states who oppose Lula's plans to share future oil revenue with states that do not produce oil.
