Brasil's Government Is Slow, Slow Pay!

Justice in Brasil is often very, very slow.

State and local governments across Brasil owe their citizens about $50 billion USD in court issued IOUs...called"precatorios."

An attorney there says that "Brasil has pretensions of being a part of the developed world" but allows these payments to be delayed...sometimes for decades.
