Bothered about traffic congestion?
The current "Great Recession" has cut traffic down in many U.S. cities.
But, in Caracas, Venezuela...it is another story.
Here...http://www.nytimes.com/2009/05/25/world/americas/25caracas.html?_r=1&ref=todayspaper... is an excellent article from the New York Time's correspondent Simon Rivero...on the plentiful and sometimes dangerous"motos" of Hugo Chavez's capital city.
An informative read that may have been missed because it was published on a major U.S. holiday.
Also a politician...not Chavez...has a suggestion to lower the city's horrid congestion through then use of licence plates. http://www.globalpost.com/dispatch/venezuela/090514/traffic-caracas
That may be a problem.
